Explanation
चाहिन्छ means "is needed". The person who needs takes -लाई, as with मन पर्छ in chapter 10: मलाई चामल चाहिन्छ "I need rice", हजुरआमालाई चिनी चाहिन्छ "Grandma needs sugar". चाहिन्छ itself never changes: मलाई, तपाईंलाई and हजुरआमालाई all take the same चाहिन्छ. In a shop the shopkeeper asks के चाहियो?, the past form, which there means "what would you like?"

Explanation
पाइन्छ means "is available, can be had". When it can't be had, it is पाइँदैन. The place takes -मा: मासु बजारमा पाइन्छ "you can get meat at the market", मासु यहाँ पाइँदैन "you can't get meat here". To ask, add a question mark: मासु पाइन्छ? Like चाहिन्छ, पाइन्छ never changes for the person.
